The selected independent FFL does. Rules can change and may vary by item, location, and parties. StampSwap does not grant exemptions, conduct background checks, submit transfer forms, or approve a handoff.
StampSwap does not process, hold, or escrow payment for an item. Buyer and seller arrange payment outside the platform and should follow the selected dealer's instructions and use only services whose policies permit the transaction.
